A Collins man is under arrest after police say he inappropriately touched a four-year-old girl.
Erie County Sheriff's detectives arrested 53-year-old Richard Smith after they got a tip from the New York State Child Abuse Hotline. Detectives interviewed both the four-year-old and her parent during their investigation, and found that Smith inappropriately touched the girl.
Smith is charged with a Felony Criminal Sexual Act with a victim younger than 11 and Endangering the Welfare of a Child. He was taken to the Erie County Holding Center on $50,000 cash bail.
