Authorities say the massive fire that tore through a tire plant in Lockport last month was intentionally set.
Mayor of the city of Lockport, Anne McCaffrey, confirmed that the official cause is arson.
The fire started August 10 at the High Tread International recycling plant and burned for almost three days, forcing hundreds of people to evacuate their homes.
A body identified as 14-year-old Joseph Philips was found after the fire was completely out.
Officials say the teen and other juveniles are suspects in the arson.
Due to the ages of the suspects, the arson case has been turned over to Niagara County officials for review and to determine whether or not charges should be filed.
