Senator Charles Schumer is launching a three-step plan aimed at protecting people from ransomware.
That's a type of malware that locks a computer’s operating system and all of its digital files until a ransom is paid.
Schumer says Russian hackers are targeting small towns and villages in Western New York because their computers are the most vulnerable.
