Governor Andrew Cuomo isn't officially running for president, but that's not stopping his name from coming up in the 2020 conversation.

One GOP group isn't waiting for an announcement.

According to the New York Times, the Republican group "America Rising PAC" is targeting Cuomo and one other prominent democrat, Sen. Elizabeth Warren of Massachusetts.

Alex Smith, the executive director of the America Rising political action committee, told the New York Times that they're modeling it's anti-Cuomo efforts after "what she believed was a highly successful push to brand Hillary Clinton as untrustworthy, years ahead of the 2016 race."

Before worrying about a potential 2020 presidential bid, Cuomo has a 2018 reelection race for Governor. And it's New York issues, namely New York City's transit woes, that will be the first target; the PAC is launching a Snapchat filter for commuters, in an attempt to use blame the Governor.
