A pair of New York City investors have an ambitious plan for One Seneca Tower.

According to The Buffalo News, Harvey Kaylie and a business partner have signed a contract to buy the 38-story tower.

The project amounts to $100 million.

According to the report, the investors want to turn the nearly-vacant building into a shopping mall, office, and residential space.  There are also plans to have a restaurant and an observation deck.

At this point, no timetable is set for this plan.
