A Buffalo man has been sentenced to 23 years in prison after pleading guilty to killing a man in a Niagara Street barbershop.
Luis Oliveras-Arvelo (aka “Chino"), 25, shot and killed Juan Santiago in September 2015.
Ten minutes before the shooting, Santiago had allegedly threatened Oliveras-Arvelo with a machete. The shooting appears to have been a retaliation.
