NEW YORK (WKBW) — Governor Andrew Cuomo is laying out his vision for New York state in his 9th State of the State address.

This is Governor Cuomo's first State of the State since Democrats took control of state government.

In his address, he released his $175.2 billion dollar spending plan. If the budget is approved by the legislature, it will represent a two-percent spending increase over the current fiscal year.

A large portion of the proposed budget is going towards education. Governor Cuomo is looking to increase education spending by $1 billion, bringing the state's investment to more than $27 billion.

State infrastructure will also benefit from the proposed budget.

Governor Cuomo is also planning to legalize recreational marijuana, which he says would raise an estimated $300 million in tax revenues each year.
