Right now, there is just an empty plot of land on Harrison Street in Buffalo's Seneca Babcock neighborhood, but big plans are in the works.
On Tuesday, Mayor Byron Brown and Congressman Brian Higgins are set to announce a $1 million donation to help build the new Seneca Babcock Community Center.
