CITY OF GOOD NIEGHBORS?

Hi, I'm justing posting this because I'm wondering if it happened to anyone else. Yesterday I received a Parking Violation that was supposedly issued on 10-13-09. I was no where near Buffalo much less in the area that the ticket was issued. This is the first notice I ever received, and it says second notice balance due $55.? Well I have a special needs child that has to be received off the bus at 3:00 Pm daily and I must be here for her, so how can I get a parking ticket in Buffalo at 3:12 Pm. I live 35 miles from Buffalo. No one else uses my vehicle.Please tell me how that happened. I will probably spend countless hours on the phone later today trying to get some sense out of this. I don't mind paying for something I did, and I surely wouldn't postpone it so I can pay additional fines, I will probably send a check because it's not worth driving downtown, paying parking and wasting my time...Now come Mr. Brown, I know you have Zero Tolerance, tell me how my vehicle can get a ticket in Buffalo when it was parked in my garage?? Anyone have any advice or can help me out, let's see if Buffalo is the city of good neighbors..
