The wind storm of 08 pushed lake ice into the Niagara river and choked it compleatly full. The Niagara Power authority sent out both the ice breakers to open a channel in the upper part by the power intake gates to alow ice to break up and flow down river. This is done to protect the upper river from over flowing it's banks due to ice jams and stop the power intakes from clogging due to the ice flows.
