Buffalo, N.Y. (WKBW-TV) Katja Kongesor says she hasn't have water at her Lovejoy Apartment for weeks.

Kongesor says she can't shower, flush the toilet, do the dishes or even pour a glass of water and that her landlord, who has had plumbers come over a few times to try to fix the frozen pipes, now refuses to resolve the issue until the weather breaks.

When reached for comment, the landlord refused to grant us an on camera interview, but told us that she understands if a tenant is mad they don't have water, but that she can't control the weather. She said she has been working with plumbers to resolve the issue.

Kongesor feels she has a right to water and that the landlord is not acting fairly. She has taken the issue up with the Erie County Department of Health, and says they told her that they plan to investigate soon.

Eyewitness News is waiting to hear back from the health department regarding this case.
