Buffalo, NY (WKBW) - Erie County Executive Mark Poloncarz says his $1.4 billion budget puts a focus on job creation in Western New York.

The budget includes a proposed $100-thousand to open an economic development office in Toronto.

Cities like San Francisco and Minneapolis-St. Paul already have offices in Toronto.

Poloncarz says, "We thought just because they are neighbors, they would immediately invest here, but that's not how it goes. You have to spend some money to make some money."

The budget also pitches $500-thousand for a study into a new convention center. Poloncarz says that may look like a lot of money, but it saves in the long run.

A new convention center could cost $250-million.

Poloncarz says Buffalo needs a larger convention center that could hold more people and capitalize on Niagara Falls.
