NORTH COLLINS (WKBW) - Investigators are still trying to figure out what the mystery waste is, but its believed to be liquid manure, and police believe the North Collins highway superintendent is responsible.

Police say the incident happened at a North Collins hardware store and lumber yard last Thursday, when a doctor from Eden discovered that someone had dumped smelly waste into his car. Investigators now believe it is David Winters, the current North Collins highway superintendent and the incident may have been captured by surveillance cameras at the hardware store.

To avoid any potential conflict of interest, Winters case will be handled in Hamburg Town Court. He was been arraigned on a criminal mischief charge and is not commenting about the case.

Police are still trying to figure out a motive in the case, Winters was released without bail following his arraignment. He will be back in court at a later date.
