BUFFALO, N.Y. (WKBW) - Unimaginable stories of torture and abuse sent shock waves through Erie County prompting the state to investigate the county's child protective service agency.

First, 10 year old Abdifatah Mohamud was beaten to death by his stepfather. His body found in the basement of his home in April, 2012.

Then five year old Eain Brooks, who prosecutors say was sexually assaulted and killed by his mother's boyfriend in September.

In both cases child protective services had been contacted prior to the boys' brutal deaths.

Now even more troubling news.

The state conducted a first of its kind review of all of the active CPS investigations in Erie County.

Of the 894 active cases workers didn't gather enough information to even asses the safety of the child in 75 homes.

In 15 cases a child was left in immediate danger of serious harm, and in 170 cases the risk of future abuse to the child was not properly assessed.
