BPS Central Office Under Microscope after Report

BUFFALO, NY (WKBW) - A report was completed by a state appointed "Distinguished Educator" Dr. Judy Elliott Ph.D. found that many of the district's problems come from lack of support from the central office

Dr. Elliott spent a month and a half evaluating 28 troubled schools in Buffalo and a picture of dysfunction is clearly emerging.

"It is a culture in the district where it's not necessarily been customer service oriented," said Elliott.

Elliott says the number one reason why the central office exists is to support schools, teachers and principals. But that's not what's happening in Buffalo.

Principals at the 28 schools report calling central office administrators for help and never getting call backs leaving them confused and unsure of how to carry out objectives.

That news was no surprise to school board member Ralph Hernandez. Hernandez says Dr. James Williams who left the superintendent's job in September 2001, created a closed office system shutting teachers and principals who are in the trenches out of the loop.

The report also shows administrators don't use data or input from the schools themselves when deciding what the school really needs.

Superintendent Pamela Brown is now tasked with completing a list of action items to address these issues. The Elliott will make routine visits to the district to make sure the objectives are being met over this next semester.
