According to Wellsville Police and witnesses, Kyle Ritter, 27, was driving down Madison Street and didn't stop for the traffic signal at the Main Street intersection. Police say he lost control of the car at hit the building at 20 Madison Street.

After crashing into the building, the car rolled over and stopped near the entrance of the municipal parking lot, according to officers.

When police arrived, they say Ritter had freed himself from the car and was trying to get away from the accident scene. Ritter and his passenger were taken to UR Jones Memorial Hospital by Wellsville Ambulance and treated for minor injuries, according to officers.

Ritter was charged with DWI, speed not reasonable and prudent, passing a flashing red light, moving from lane unsafely, leaving the scene of a personal injury accident, uninspected motor vehicle and reckless driving. Additional charges are pending.
