BUFFALO, NY (WKBW) -- Erie County Executive Chris Collins gave his annual 'State of the County' address Thursday morning.

In the address at the Harbor Club at HSBC Arena, Collins reported a $44 million surplus, most of which comes from Federal Stimulus money. The county would still have maintained a $3 million surplus even without the federal funds.

Collins says he plans to use the funds to pay off debts from previous administrations, which will save the county and tax payers 4 years of principal and interest payments.

Eyewitness News will have more coverage of the address tonight beginning at 5 p.m. and on-line at WKBW.com.
