Syracuse, NY (WKBW) -- Police officers from Buffalo and Syracuse made an arrest early this morning, ending a two-year long manhunt for a man wanted for murder.
In a release sent to Eyewitness News, officials said the following:
At approximately 7:30AM this morning, 10/30/09, an arrest team consisting of over a dozen police officers from Buffalo and Syracuse arrested Donnell Lloyd, age 30, at 230 West Castle St. Syracuse, N.Y.
Lloyd was the subject of a police manhunt for over two years, and was wanted on an Erie County Indictment Warrant charging him with Murder 2nd, as well as a warrant for violating his Robbery 1st parole. He was arrested without incident, and immediately transported to the Erie County Holding Center, where he is being held pending arraignment on said charges.
On 09/23/07, Larry Kemp, age 25, was shot during broad daylight in front of 23 Warring Ave. Buffalo. It was the fourth time that Kemp was shot in a period of three years, but it was also his last. After being previously shot once in the head and twice in the neck, and surviving; he was fatally shot during a dispute with Lloyd.
It is alleged that Lloyd shot him multiple times from point blank range during a dispute over a handgun. Lloyd, who was wearing an ankle monitor pursuant to his Robbery 1st parole, ran several blocks before cutting it off and remaining a fugitive until today. Two days after the homicide, a team of officers consisting of Buffalo Police, NYS Parole officers, and NYSP VFW investigators, and US Marshals recovered three long guns that Lloyd had secreted outside of his residence, which included an AK-47 and a rifle loaded with Teflon coated bullets.
The fugitive investigation remained ongoing, but leads were intermittent until yesterday when a Crime Stoppers tip provided the Syracuse address that Lloyd had been hiding out at for over nine months. After conducting a few investigative steps, which corroborated the information, five members of the US Marshals Fugitive Task Force in Buffalo headed for Syracuse. These officers were assisted by members of the Fugitive Task Force in Syracuse, who surrounded the house in the early morning hours, to find Lloyd hiding inside a second floor apartment occupied by his cousins. The agencies involved in this morning’s arrest consist of Buffalo Police, New York State Police, New York State Parole, Syracuse Police, and US Marshals.
