A stack of sealed envelopes contain the answer to a very big question in the Buffalo School District. What happened when Mckinley High School student Jayvonna Kincannon was suspended for more than a month for insubordination, cell phone and dress code violations? "There are 7 critical issues that were addressed. There are approximately 11 critical facts that we addressed and they are included in the report. I will say that will say that I interviewed 28 witnesses or individuals as a part of this investigation." said special investigator James Edmunds.

Edmunds would not say much more about his findings, calling the report "confidential". School board members voted to send the report to the districts legal team for review, so confidential information could not be leaked to the media. "Right now I'm the dark as much as anybody else because certain board members don't trust other ones and I think thats pretty sad." said board member Catherine Nugent-Panepinto. "I don't think it can hurt to have our legal council take a look at it, and unfortunately at this point in time, I don't have faith that it won't get leaked." said board member Chris Jacobs.

Not even school superintendent Dr. James Williams was given an opportunity to review the report, but he is in favor of the legal review. "I don't know whats in the report. I haven't seen the report. It was delivered tonight. We want to make sure you're not exposing someone that can come back and sue you." said Williams.

A lawyer was present, representing teacher and basketball coach James Daye, who was named in connection with the Mckinley investigation. He was looking for answers because Daye has been on paid leave for 60 days. "Despite being placed on that leave involuntarily, he's been given no written notice of the grounds for that action and there is apparently no date for that leave to end." said attorney Brian Melber.

The board and the superintendent are scheduled to get the report on Friday.
