(Niagara Falls, N.Y.) City of Niagara Falls Public Works employee, James Curtis, is in trouble again.

Wednesday night around 6:30pm, Curtis was arrested by undercover Niagara Falls police officers after they spotted a well known prostitute exiting his City of Niagara Falls work truck.

Curtis told the officers that he was just giving the woman a ride.

However, 32-year old Angelina "Angie" Herkey told police that James Curtis picked her up on Main Street, took her to a secluded area, and she performed an oral sex act for a small amount of money.

Curtis who was working when the incident happened, is now charged with a Class-A Misdemeanor: Patronizing A Prostitute

In 2008, Curtis was at the center of a racial controversy in Niagara Falls.

It turned out that he posted a sign by a water fountain in a Public Works garage that said "Whites Only Water Fountain."

Initially, Curtiss faced Felony Hate Crime charges. They were later reduced to 2nd-Degree Aggravated Harrassment.

Curtis plead guilty to the lesser charges and was sentenced to three years probation, 50 hours of community service, and mandatory cultural diversity training.

Now with the latest allegations, the City of Niagara Falls has placed James Curtis on a 20-day unpaid administrative leave of absence - pending termination.
