While responding to a juvenile complaint call in the Town of Lockport Saturday afternoon, New York State Police discovered 60 small dogs in the Royal Parkway house.
The homeowner was charged with a Town Ordinance violation and Harboring Animals.
The house was condemned by the Town's building inspector. More charges are pending
