On July 23rd, 2011, Troopers JAMIE LEARY and AARON DESTRO pulled over a vehicle on Steele Street in the City of Jamestown for failing to dim high beams. While speaking to the driver, CASEY BILLYARD, 18, of Jamestown, and the occupants, TYLER OAKLEY, 18, of Jamestown and CHRISTOPHER WOLF, 19, of Frewsburg, the troopers observed a construction cone used for securing work zones in the back seat of BILLYARD’s vehicle. Investigation revealed that the cone did not belong to any of the subjects and that they had removed the cone from its location without authorization from the Department of Transportation. BILLYARD, OAKLEY and WOLF were all placed under arrest for Criminal Possession of Stolen Property 5th Degree and transported to the State Police barracks in Jamestown. All three subjects were released on appearance tickets and are scheduled to appear in the City of Jamestown Court on a later date.
