North Collins Co. to Work on Waterfront

Rosato Management Services Inc., the sole firm to respond to an Erie Canal Harbor Development Corp. bid for maintenance and security of a new Buffalo waterfront park, has been officially awarded the pact.

ECHDC directors, Wednesday morning, unanimously approved a two-year contract with North Collins-based Rosato, paying the firm up to $576,911 to provide services at the 20-acre Outer Harbor that's due to debut later this month.

The Rosato bid was on the agency's April 10 agenda, but the vote was tabled at the request of Erie County Executive Mark Poloncarz who wanted to see if the same services could be provided by either the county or city of Buffalo for less money.

In the end, neither the city nor county chose to bid on the work, said Tom Dee, ECHDC president.

The $576,911 figure is not an absolute, Dee said.

His agency will be closely monitoring the work.

"It could come in less, especially since so much of the bid price is based on time and material," Dee said.

The services include operation, maintenance and security for the Fuhrmann Boulevard parkland that once housed the New York Power Authority's ice boom materials during the warm weather months. Those materials are now stored elsewhere.

The park is designed to be people-friendly with walking paths, recreational space and other amenities. It is part of ECHDC's efforts to make the city's waterfront more accessible to the public.

Rosato submitted the lone bid, even after the ECHDC pitched the work to a number of local firms. The bid was fully vetted by the agency, Dee said.

The deal, which runs through May 2015, has a three-year option extension option, if the ECHDC so choses.
