Lancaster runs the leanest public school system in Upstate New York.
That's according to Business First's new administrative efficiency ratings of 430 Upstate districts. The rankings are based on the latest official data from the New York State Education Department.
The runners-up on the efficiency scale are Arkport, Frontier, Williamsville and Hamburg. The administrative efficiency ratings have no impact on Business First's academic rankings of Upstate school systems (which will be released on Thursday), but are designed to reflect another facet of each district's overall profile.
Upstate's 430 districts have been assessed in three areas:
• Spending per pupil (2010).
• The ratio of pupils per administrative staffer, a group that includes all district-office employees, principals and assistant principals (2011).
• The share of the district budget devoted to debt service (2010).
The best scores go to districts with low spending, high pupil-staffer ratios and small amounts of debt service.
