Lancaster is the leanest public school district in Western New York, according to Business First's new rankings of administrative efficiency.

The Lancaster Central School District spends the least per pupil, $12,894, of any school district in the eight-county region. And it also has the fourth-best student-administrator ratio - that is about 260 pupils per administrative staffer.

Business First's formula is designed to determine which districts have the tightest budgets and leanest staffs, regardless of academic performance.

The Lancaster superintendent says the community has always been conservative and he says school districts are under a microscope regarding expenses so they do their best to keep costs down.

Here's are the top districts for administrative efficiency:

1. Lancaster
2. Hamburg
3. Clarence
4. Williamsville
5. East Aurora
6. North Tonawanda
7. Frontier
8. Orchard Park
9. Grand Island
10. West Seneca
