Today's Business First takes a look at the "State of Upstate Schools."

It's the day many educators, parents and taxpayers have been waiting for. They get to compare their school district to others across the state.

Business First researchers say the most cost effective school district is actually in the Rochester area..

Victor is No. 1 on the cost-effectiveness scale, which matches each school system's academic score against its spending habits. The top districts are those that are strong academically, yet frugal fiscally.

Victor spends less than any other upstate district, less than $13,000 per pupil and ranks no. 20 academically.

After Victor, Erie County districts make the list:
• 2. Lancaster (Erie County)
• 3. Clarence (Erie County)
• 4. Williamsville (Erie County)
• 5. Frontier (Erie County)
