(Buffalo, NY) At the Supreme Court, it was the second day of testimony concerning a provision of the Patient Protection and Affordable Care Act that will fine individuals who do not maintain minimal health care coverage starting in 2014.

The nine justices have to decide if the rule is unconstitutional.

Without the "individual mandate", insurance experts say costs will rise dramatically, and could put the whole health care reform law in jeopardy.

The Supreme Court is expected to issue a ruling by June.
