Albany, NY (WKBW) - Governor Andrew Cuomo (D) will address New Yorkers in his annual State of the State address on Wednesday.

Many expect him to highlight a tax plan he announced earlier in the week.

On Monday, Cuomo outlined a two-billion dollar tax relief program to benefit New York families and businesses.

The multi-phase proposal includes a two-year freeze on property taxes and tax credits for home renters.

Cuomo says this proposal is designed to help middle class families and small businesses.

During his address, political insiders expect Cuomo to announce a plan to legalize limited use of medical marijuana.

Other controversial issues will be in the atmosphere. Protestors against the New York SAFE Act and hydrofracking plan to rally against Cuomo's policies.
