ERIE COUNTY, N.Y. (WKBW) - Business First analyzed new numbers on statewide school spending. Seventy-eight Western New York school districts spend less than the statewide average, which is nearly $21,000 per pupil.

Lancaster has the lowest spending rate in WNY, at just over $13,000. Royalton-Hartland is next, followed by Clarence, Frontier and East Aurora.

20 WNY districts spend more than the statewide average. The highest rates in WNY are in rural districts. Belfast tops the list at more than $30,000 per pupil. Franklinville is next, then Scio, Ripley and Chautauqua Lake.

M&T Bank Foundation has moved into the top slot on the Business First top foundations list, with $17.7 million in grants paid during fiscal 2012.

Foundations are ranked according to total grants and gifts paid during the fiscal year.
This is the first year any foundation made more grants than the Oishei Foundation, which is the largest in terms of assets.
