Buffalo, NY (WKBW) - In a few days, Governor Andrew Cuomo plans to address New Yorkers with his 2014 State of the State.

Political insiders say Cuomo could turn heads with a new proposal to legalize limited use of medical marijuana.

Governor Cuomo's executive order would allow those with cancer, glaucoma and serious illnesses listed by the New York State Department of Health to use the medicinal drug.

Only 20 hospitals across New York State would be allowed to prescribe medical marijuana.

It is unknown when dispensaries would go into operation.
