NIAGARA FALLS (WKBW-TV) - Donald Rubin turned himself in to the Niagara Falls Police Department around 8:30 Wednesday morning.
The Niagara County SPCA and Niagara Falls Police removed three dogs from the 12th St apartment on June 30 after receiving reports of animal neglect.
According to the Niagara County SPCA, Rubin told officers that he had been following the media coverage of the youngest dog, a 7-week-old puppy named Jonah. The dog died as a result of neglect on July 3rd. A warrant was issued for Rubin's arrest on July 8th.
Rubin was arraigned in Niagara Falls City Court, charged with failure to provide proper sustenance, a Class A misdemeanor. He is being held on $2,000 bail at Niagara County Jail.
Rubin's next court date is scheduled for August 13.
