NIAGARA FALLS, N.Y. (WKBW) - A Niagara Falls Man was arrested this morning for aggravated animal cruelty.

Police arrested 23-year-old Lee Jones and charged him.

Police say Rural Metro employee Sarah Zimmerman was in the home of a patient when she heard the screams for a small puppy from outside the home on 28th Street.

Zimmerman ran outside and found Jones holding the puppy by her scruff and repeatedly striking her in the head with a hard plastic tube wrapped in a piece of cloth.

Police say Jones then dropped the puppy to the ground. The puppy then ran across the street to where Zimmerman and her partner stood watching in disbelief.

Jones approached Zimmerman and demanded the puppy be returned to him, but she refused, saying "She won't be returned to you until the Police arrive. This dog is so young. What could she have done to warrant this abuse?"

Police say Jones' said the dog "needed to be disciplined."

Police eventually arrived on the scene and Jones was arrested.

Neighbors told Police Officers that they have heard cries from the 6 week old puppy now dubbed "Karma" by Niagara County SPCA staff over the course of the past two weeks, but were too afraid to speak up because of Jones' reputation.

Jones has been arrested by Niagara Falls PD in the past for disorderly conduct and domestic violence, and was also questioned in the Gladys case earlier this year.

Gladys was an 8-week-old puppy found by two Modern Disposal employees in late April with a broken jaw and severely swollen face.

Jones and girlfriend admitted to owning Gladys at the time.

Police say there was no solid evidence found linking Jones to the incident.
