'Ice House' in Niagara Falls

Niagara Falls, NY - The Niagara Falls Water Board, code enforcement, and police responded to a house on Pierce Avenue in the Cataract City Friday that has ice billowing from its windows. Since the house is in foreclosure, inspectors believe the ice damage resulted from the house not being properly winterized. The Niagara Falls Water Board says it was never notified of the foreclosure and records show nothing was out of the ordinary for consumption.

"It's unfortunate it has to come to this, but with the amount of properties that are vacant and the amount property transfers, often times banks don't make a notification. The property will sit and this is the outcome," said Michael Kessler, Director of Infrastructure and Operations for the Niagara Falls Water Board.

Crews from the water board have shut off water to the property and the building will soon be condemned. Officials believe the property has been vacant since March of 2010.
