Buffalo, NY

James Hinman, 71, was arrested on aggravated animal cruelty charges at his home at 1555 Fillmore Avenue in Buffalo around 11 a.m. Wednesday.

Buffalo Police, Animal Control officers and the Erie County SPCA found five dogs, ten cats, and five chickens inside with feces all over the apartment.

One animal control officer said cats were jumping at them from the ceiling. One dog had a collar embedded in his neck and was in urgent need of medical care.

Hinman was arrested on similar charges in the past.

"I had this guy once before like five years ago and we took dogs from him and he needs help. The man needs help," said Chuck Loubert, an animal control officer who assisted in the raid.

The chickens have already been placed with a new owner, the cats were taken to the Erie County SPCA and the dogs remain at the Buffalo Animal Shelter
