980 Flags for 980 Western New Yorkers with Developmental Disabilities

BUFFALO, N.Y. (WKBW) - 980 flags were placed along Canalside Saturday to represent the 980 people with developmental disabilities living in Western New York, waiting to be placed in a group home.

The individuals are all registered with The State Office for People With Developmental Disabilities. As a result of budget cuts, patients cannot get into homes.

Since 2008, New York State has stopped all construction of group homes and have no plans to build more.
