BUFFALO, NY (WKBW) -- The State Director of Corrections called Erie County Sheriff Tim Howard 'incompetent' earlier this month. Tuesday morning, Sheriff Howard fired back.

The report focuses on the incident where an inmate escaped his cell and climbed to the roof of the holding center last fall. The Sheriff says that the news media got to see the State's report on the incident before he even did.

Howard claims the department has addressed the situation from the inmate escape, and admits that there are steps that could be taken to make the downtown jail more safe and secure. He adds that much of what could be done involves more staffing, which the current budget does not allow for.

Sheriff Howard says he is preparing a point-by-point response to the State report, and that he will give the state a chance to review his response before releasing it to the media.
